Naruto is taking this imo. Since Sasuke's ninjutsu is Moon level he won't be able to use that meanwhile Naruto has access to his entire base kit.
Naruto can get an advantage via his Rasengan variants which amp him 2x, can summon Gamabunta, Gamakichi, Gamaken, or Gamahiro to assist him in battle, or deal a lethal blow with Rasenshuriken.

The Summons are pretty weak compared to the users as far as I know, so Sasuke just needs to either put them under a Genjutsu or just get a few hits in to make em disappear. He also has Aoba for assistance.
