How does Small Building+ AP affect Town level Durability?

That or any large difference between AP and Durability.

For an example, Let's say I made a Stai vs Akame thread. Would Stain even be able to scratch Akame? And if he did, would it matter? Could Akame just tank Stains hit for 8 minutes, and then kill him?
 
No, it's like a gentle breeze trying to kill you, Akame can take Stain's hits forever, and one-shot him.
