Round 1: Percy casually blitzes Harry.

Round 2: Percy has a massive range advantage. If there's any water in the vicinity, he's won already. This is ignoring magic resistance and town level durability. This is a stomp either way.
 
In the second fight, if Percy doesn't have his speed, he'll likely be hit by all the spells and I think a lot of them can do some pretty good damage. Does anyone mind telling me how fast those spells move. While they look fast enough to be lightning fast, characters seem to have time to speak and cast counterspells so...
 
They really aren't that fast in the scope of things, considering the fact that even rustier Wizards like Molly Weasley can parry Kiling Curses from Bellatrix. I can definitely see Percy blocking Harry's spells with Riptide.

Expelliarmus is virtually useless since RIptide will always return to Percy's pocket.

Protego won't be doing much against someone with vastly superior strength.

Harry might be able to use his other spells to restrain Percy, but there's nothing the demigod from flattening the wizard with an Earthquake or a Hurricane.

Speed unequalized, Percy blitzes.
 
R1: Percy blitzes and one-shots.

R2: Harry has a lot of spells that could give him the win, but he wouldn't use any of them in-character. He has some other spells that could be trouble for Percy, but if Percy gets into sword range, Harry dies. And according to Standard Battle Assumptions, the starting location of the fight is Central Park, New York. There's quite a bit of water there. So Percy doesn't even need to get close to Harry, just one-shot him with water from a distance.

Round 1 is spite, Percy takes Round 2 with low-mid diff.

Damn, the PJ upgrades really made this match unfair, lol.
