Oogway's gonna have a really hard time hitting GV due to prevasion. Non-Physical Interaction won't work since while prevading Gunvolt still physically exists while prevading, he's just made of electricity. What are the requirements for Oogway's transmutation?

If you can hit ghosts, you should be able to hit beings made of electricity. That's just elemental intangibility.

Oogway doesn't have transmutation without Hero's Chi. Maybe I should specify that better on his profile?

Alright. In that case Oogway has a huge expirence edge and GV can't just spam healing. GV has a 1.5x AP advantage and his attacks are going to be much easier to land. But Oogway basically just has to get close and hit a few pressure points to win. Tricky match.
