Well.... speed would've been an issue if Nora couldn't drain lightning. But then again Enel can reform and just use physical force. How strong is he physically wise? Cause I'm expecting him to win

That happened back when RWBY has nerfed down to Large Building level.

Luffy was only able to absorb Eneru's lightning because he was made of rubber, which insulates electricity, Nora is using her semblence to channel that electricity. But while Luffy can naturally ward off the electricity, Nora has a set limit of how much she can take before she tires out, she isn't completely immune to lightning, so eventually Eneru will win.

I don't think that's how Nora's Semblance works, but it hasn't shown a limit yet. But I won't say it's like country level like freaking Yang.

Either way Enel wins yeah
