Nora should be completely immune to Enel's lightning attacks since there is no defined upper limit on how much lightning she can take. The problem is whether or not she can hit him due to his speed and whether or not she can take his physical hits (which are strong enough to surprise pre-timeskip Zoro).

Well, when it comes to durability, Nora has Aura, which provides an extraordianarily powerful layer of defense to her, and her Semblance enables her to turn any form of lightning into fuel for her own power. So what this'd really come down to is whether or not Nora could hit Enel. But if she could, she'd probably win it with that hit as Enel's lightning attacks would be beefing up her already impressive physical strength and not doing anything else to her. So if she caught Enel with a surprise attack or outlasted him until he was tired and unable to avoid her attack, and his ability to phase through attacks was off, then I think she'd take it.

Enel isn't exactly weak without his powers.

The 3 admirals are all Logia-Class Devil fruit users, but they can also tank hits. If you take a look at all of them you will see that they rank among the 7-a to 6-c tiers. Most of the 'strong' people in one piece (Admirals, Warlords, Yonkou, etc.) have hardening haki which makes intangibility useless, so they have to be able to fight without that intangibility.

And Enel=Admiral Level (Logia DF and everything)

Oh, don't forget his pre-cog (Which is better than Anyone else's pre-cog due to his DF)

And he can mold his 'staff' into anything and commence the shanking.

Hmmm I don't really see Enel losing this, I mean his stats are quite a bit better and sure his lightning might not hurt her all that much but as soon as he realizes this he'll just switch to fighting with his spear. Meanwhile I highly doubt anything Nora does would actually amount to much.

This was made before the RWBY nerfs so... yeah. It's pretty much a stomp now.
