Example: Bob can easily destroy a city, but character with 8-B AP can one shot him.

Another exampe: John can tank nulcear attack, but can't hurt wall-level character.

So, when is PIS/inconsistency and when we has to deal with glass cannon or tank?
 
If Bob can punch away a city, then 8B guy is either higher than we thought, or it's an outlier.

If Bob has a gun that shoots away a city then it's a glass canon case.

If Bob blew up the city with magic, and has defensive magic that he wasn't using when he was one shot he could still be city level with barriers. If he was using that defensive magic, it could still be a glass canon case, unless it's explicitly stated to be using the same magic/power as the 7B feat, in which case it would be the same as the physical attack.

In the case where you can't easily determine if it's a glass canon case, New scaling, or inconsistencies then you have to judge based on how the character is typically represented.
