Almost every debate this guy has he starts getting unreasonably toxic for literally no reason

sector more and more (even not to upgraded him). I used to prefer him over Brainiac now I switched.

I don't think we can dismiss it as an Outlier due to the fact that BWL has barely any feats. His other feats also don't contradict this showing, and in the stories, statements like "Batman Wins", "BWL can adapt to every threat", etc were continuously given. BWL also succeeded in manipulating Perpetua to replace Luthor with him, and then outsmarted her by killing her as TDK.

The World Forger should have straight Supergenius intelligence, yes.

The BWL's "Likely Supergenius" rating can probably be justified by referring to him building a machine that would use the Monitor and Anti-Monitor to blow up the multiverse, outsmarting Perpetua, and being comparable to Lex Luthor.
