it doesn't do much but startle the opponent. Gabimaru won't be pissing his pants over Mori's fear manipulation, he'll probably ignore it all together.
Uhm, not really? Manseok made an entire arena stop fighting and Ilpyo could make people give up the entire fight so even low tiers have decent fear manip.

I'm not saying Mori wins or perma stuns him or anything, but it should still give him at least some advantage.

He made them act with more caution, not give up. In fact people are quite literally STILL fighting in the background while he fights Mori. The best this does is make someone approach a situation without being hasty, which is something Gabimaru is already trained to do since he was a fetus against any opponent worth anything.
Ilpyo could make people give up
This is overcame in story by just not being a wuss. Gi gets shocked by Ilpyo's Aura and continues to fight anyways.

We see people completely stop fighting when he enters. Of course they resume because Manseok is pretty fodder at this point. Fear hax get stronger the stronger the person is. Manseok only made people feel danger while executive whateverletterhewas made Ahan collapse.

At worst it could make him shiver once like a jumpscare which let's Mori get a cheap shot in.
Not like it matters because this Mori isn't avoiding invisible conceptual attacks anyway. It just feels weird to completely ignore a hax if his opponent doesn't resist it.

Fodder to literally only Mori at this point in the story, hence why he was unaffected. Everyone else was clearly affected by his Aura, you literally even see Jaehee still trembling while Seungcheol beats up some fodder who are also presumably still fighting through the Aura.

A resistance is being unaffected. Gi was affected and continued to fight anyways. That is a cavaet of the ability, not a resistance.
It just feels weird to completely ignore a hax if his opponent doesn't resist it.
Because it's not really relevant given the evidence.
