So, Freeza and Sayori have the same height, so that implies that they are the same person, and since Freeza can transfom himself, is not too hard to imagine he can tranform into Sayori.

This is comfirmed from this ramdom guy of reddit.

So i suggest we give all Sayori abilities to Freeza, but Sayori should't get his abilities due to Frieza don't need air to survive, while Sayori need.
