The freezing doesnt mean they can suddenly attack on that level, if anything, its a durability or skill feat, that doesnt say that maki now can somehow attack with the power of a town-level attack, and that means shinra,tamaki,takehisa and arthur need to be nerfed too, or anyone tbh.
Benimaru also got mountain+ because he is stronger than stage5 Burns and because he easily took down a devil he is on the same level as adolla burst shinra....for some reason. I mean, we have no idea about the repective strengths of a devil, they could all be similar or they could have different levels, and we dont know how "easy" it was for either shinra or benimaru, did beni use 40% effort and adora burst shinra 10%? or vice versa? or did both just used 1%?
His AP should be based on the red moon feat he did, that or he is scaled to stage5 burns which i agree with (but its still a bit flimsy because even though burns didnt want to fight benimaru there is the very logical reason of not wanting to do it because he wouldnt have time to power up to stage5 before benimaru takes him down).
Other stufff will surely come as we keep discussing, for now,
