Not really, because a lot of characters have their consciousness be like that, but are incapable of affecting all said universes at once.

There is no such thing as Omnipotent character. Just because he or she is stated or called to be Omnipotent doesnt mean that they are almightily godlike, it just mean that they are powerful in a sense that they appear to be like Omnipotent in their eye.
