I'm not really sure if Speed needs to be equal here but it is for now, 7B for both (Strongest Armors Erza). Aside from that everything is allowed.

IIRC

Tartarus mid-tiers: Small City+ to City by scaling from Silver. Probably from Jellal as well, but not sure on this

Tartarus high-tiers: City+ by scaling from Celestial Spirit King.

EDIT: Apparently forgot Erza drilling through Cube as well. I think Low-Mid tiers scale from this to become At least Small Town and Town. Small City+ and City are High-Mid tiers
