You could try some Rakudai people against that. Likely not the desperados, but someone like Ouma could work, depending on how good the Body Puppetry is.

Assuming the body puppetry only works on men you could try Mamika Kirameki. The empath manip also seems like it won't work on her.

Well in 8-B you have verses like Medaka Box and Rakudai Kishi no Cavalry. Especially the latter it boasts a wide variety of characters from non haxed, to decently haxed to annoyingly haxxed. Nagi Arisui is a pretty nice guy though he may not be able to deal with the passive hax. You can try Ouma Kurogane in that case. Although it's not on his profile he was able to fight against a top tier desperado and those guys have city level passive mental hax (fear, will etc).

Yeah Ouma Kurogane might be your best bet.

Like many other Abnormalities in the Lobotomy Corp verse, he can cause normal people to panic and freak out just from seeing him, and the only people who can usually stand up to him had years of specialized training to harden their minds. And even they sometimes break at times, if it's bad enough.
