Within the Low 4-C keys, Samus is the strongest rn i believe. So try her. Outside the tier am not sure. Don't know how haxed Xue is.

I know 0 about Metroid and Samus, didn't know any low 4-C so I went directly to top 5 strongest thread and seen only Metroid there, seems to be the less talked tier and also the single with only one character/verse categorized.

Yes but she has only basic abilities like elemental stuff, black holes IIRC. Anything meta can absolutely crush her, and i mean most fate, prob, causality users, reality warpers etc. No need to go to top tiers to be strong. Other tiers are damn near impossible to get even without it being Reinhard. You can be strong and hold your own without being broken, look at non smurfs like Yhwach, or even someone like Amane.

We... kind of do? Willpower Manip tends to just be an extension of Empathic Manip which tends to be an extension of Mind Manip. In context they could be different, obviously, but that's the gist of it.

You could add Madness and Empathic to that as well, they are all technically offshoots of mind manip, although I do believe that stripping someone of their free will and making them do something you want are different enough to warrant different powers.
