I'm not entirely sure it works that way. Manipulating someone's mind and removing their free will completely are two very different things.

Well off the top of my head Warframe characters come to mind. But most warframes, even the likes of Wukong (Warframe) might stomp. Since Innominat doesn't seem to have anything else besides his passive mind and will.
