We don't simply make pages to have op characters. The character is frankly the same dude with a single notable event separating them that just happens to grant him extra powers. I can see why it could warrant deletion.

The manga version has more hax, better scaling and is part of an ongoing (albeit hiatus) series of which he has appeared in three major arcs (Black, USS, Moro) out of seven (BoG, U6, Granolah, Super Hero) included in the manga. His odds of appearing in future arcs (even the next arc) would be extremely high due to his great relevance to the characters (Strongest fighter in existence, right hand man of Zeno as the second highest deity in the setting, father of the protagonist's mentor, father and leader of the Angels who are the strongest beings in the setting besides Zeno).
With the importance, number of appearances and superior capabilities it overall makes no sense to me to remove the profile of such a significant character of an ongoing story. Simply over standards you believe should be upheld.
If you were to go for a particular manga character I would suggest Jiren. He has far less to his profile, offers no new abilities/hax besides some meh sealing, worse scaling and has a vastly lesser chance of reappearing in the next arc or two than the GP does.

Yes, the DBS anime reuses things from the Toei anime, even the part where Bulma is turned into a frog by the Captain Ginyu, we're just the only ones who do canon division.
