It depends, in terms of more variety of skills, resistances, RE and probably layers, it should be CC Goku (Universe Tree)

But Arale from fusions has passive plot hax, which is a rarer ability for a character to have resistance.

But this Arale isn't from DBH, she's from DBF, so it must be that Goku.

It's true 宇宙 is often used to refer to the entire multiverse, TOP shows this several times, and I don't think "Zeno is the most eminent god in the universe" really makes sense as being taken to refer to U7 where he isn't even at (i.e. you wouldn't call Supreme Kai the god of Earth or the galaxy or something).

The official Toei Timeline or whatever uses the phrase "future 宇宙" which unless we're to downgrade Zeno to only destroying one universe in Trunks' timeline, yeah. It's definitely possible to be the case.

World and Universes ARE interchanged back to back in the same episode (We know Zeno isn't native to U7 in any way whatsoever, and it's not singular here and is literally coinciding with Goku saying THE Zeno of this world/multiverse/timeline moments ago)

Bulma using "宇宙" instead of "世界", given she knows very little of Zen-Oh, is a non-factor. Besides, currently, she knows the Supreme Kai of the Multiverse were murdered by Goku Black, and that the Gods of Destructions happened to perish with their respective Kai.
Here's Goku Black using 宇宙Uchuu for Universes plural (quite obviously meant to refer all the Universes put into perspective under the entire narrative and story of this arc and what he's been doing, which is slaughtering mortals across all the Universes)

Narratively speaking, Goku Black has ventured throughout the Multiverse and wiped the Universes 1-6 and 8-12 by that time.
He is clearly referring to Universe 7 itself, especially given its prominent resistance. For cripes's sake, Black had been occupying Earth the entire time.
Here's another episode where in the literal same sentence Goku Black blatantly interchanges and establishes 宇宙Uchuu (Universes) and 世界 Sekai (World) as synonymous (there really isn't any room to interpret as him saying Universe singular, since his literal whole plan and what he's already doing is trying to beautify all 12 Universes, not just U7)

"世界" in this instance explicitly refers to the planet, and "宇宙" the cosmos of Universe 7.
Another instance of Uchuu宇宙 being used in reference to all the Universes is when Zamasu refers to mortals in general existing, as the reason for their not being peace in the "Universe", which in context refers to all Universes as they all contain mortals and are encompassed in his analysis

Again, "宇宙" refers to the cosmos—the totality of the "other planets" Zamasu has witnessed global violence in. Zamasu viewed the Barbarians as yet another plague upon the universe in a series of ever-increasingly monstrous races across the universe, like humans.

Like, yadda, yadda, bip, bip, bip.
 
Besides, if Zen-Oh destroyed the entire timeline,
  1. How were Goku, Vegeta, and Trunks able to travel back to Future Trunks's world to retrieve Future Zen-Oh?
  2. How were Trunks and Mai able to travel back to before Zamasu invaded the future Universe 7?
How did they return to and even rewrite the history of an overarching space-time continuum that no longer existed at all?
