It's most likely Frieza. Especially considering that he's been mentioned multiple times in passing during this arc and has some sort of connection to the Heeters. And obviously that just looks like a Death Beam outright.
Also he hasn't done anything since the Broly movie which we just got a short recap of in the manga anyways. I already felt like it was kind of odd how FRIEZA of all people was just somewhere in the universe not doing anything this whole time. I would've been surprised if he didn't at least appear in this arc. Although if this is the big twist I do think it's kinda lame.

Infinite Speed is the ability to perform actions in 0 seconds or being infinitely faster than light.
Immeasurable Speed is being able to perform action where time does not exist, or being beyond 3-D concepts of distance/time or Being so fast that concept of time becomes irrelevant .

The anime and the movie continuity are not separated. Gogeta and Broly scale to the anime versions of Goku and Vegeta, and Goku has the God Bind and Resistance to... Heat? Lava? on his page.
