Currently, Doctor Strange from Marvel Cinematic Universe has Time Manipulation with The Eye of Agamotto (An Infinity Gem), and under said Time Manipulation description it states that he can affect timeless beings with it...
Well, i presume this is attributed to the fact that it created Time Loops that could affect Dormammu and the whole Dark Dimension, which are said to exist far beyond Time...
Okay, everything until now seems fine, however it should be noted that Dormammu being Timeless is literally treated as a weakness to Time-based abilities, rather than meaning he is completely immune to them, due to the concept of "Time" being completely foreign to him (And it is worth to point out that treating higher-dimensional existence as a weakness and having no feats supporting it was the whole reason characters previously rated at High 1-C were downgraded), the whole point of the scene where Strange traps him in a Time Loop is to show that he has a exploitable weakness, even Dormammu's profile states he is weak to Time-based abilities
Hence, the "capable of affecting timeless beings" part of Strange's Time Manipulation description should be removed, or altenatively, Dormammu being affected by Time Manipulation should be treated as PIS
