Half truth. This Dio is the exact same Dio featured in Part 3, with the exception of he's even more dangerous and cautious, where in his timeline he managed to turn the tides against the Joestar Group, killed em all and won.

There is no such thing as this Dio, it's the same Dio but killed Jotaro instead of losing, everything else happened the same way, as such he acted the same way more or less aka he uses time stop a lot. Now you could make the argument that he didnt use time stop in a cutscene, which is true, but that falls apart when you realize that he threw every match he was in and never actually fought in a cutscene, the cutscenes were always just before or just after the actual fights (unless you count him shit stomping the cast in like 3 moves, one or character as a actual fight) and let his opponents win and escape so further his plans, but even then, that ignores the fact Dio spams the shit out of time stop in his boss fights. Even being scripted to automatically use it if he's thrown off a ledge, put in a corner, put in a combo, to create distance between you the player and him and when overwriting an ally. If Dio is actually trying to win here and not lose on purpose, going by how he actually uses time stop and fights opponents he wants dead in the game, Time stop is almost always whipped out to combo into a kill going by his special move. That being time stop into a gut punch that overwrites the target.
 
DIO fra. Also, he resist transmutation. Even if it didn't, if he gets the function of every hole shuffled in his face, he can overwrite it
 
What was agreed that DIO would do to Bill to win? Since if it's the BFR part, then Bill comes back with his own 2-A dimensional travel (yes, his range got upgraded), and then puts him asleep or use some of his other haxes

Several of Bill's haxes get negated by the holy corpse, which Dio has the full thing.

Dio has several ways to win as Bill doesnt resist said powers, one of the ways we know Dio kills his foes would be wide scale existance erasure thateffects every version in every universe. Also soul ******* sometimes.
 
Some. Some of his haxes. Not all, but shit like transmutation and haxes that effect the mind, biological or via supernatural means are things that get negated.

HA Dio is also kinda super frail for the amount of hax he has. Bill definitely does still have ways to kill Dio, but if Dio's time stop works or Dio is in a killing mood I see Dio taking the win more often than not.
 
True. Though if Bill gets BFRed first thing he'll realize it's not working and will use some of his other haxes such as Sealing, Reality Warping and Law Manip (he has those in his profile, law manip is like removing the laws of reality, so he might be able to also affect how DIO's haxes work if he'll get the chances) as soon as he returns, or just kill him with an AP blast.

My vote doesn't change though, since DIO can win much more quickly and easily than Bill
