Diane wins due to superior brute strength vs Pica's own, she at least meets him tic-for-tat with earth manipulation, but she is more versatile and can crumble large chunks of his stone via converting it to sand.
If it were a simple earth manipulation contest, it would be pretty close, but Diane beats Pica out with physical abilities so I see her winning with relative mid difficulty.
