Even if they were to wank Bill's speed (which if they do I'll have to try to upgrade literally every other character in the verse as a response since the Pine family can regularly keep up with Bill) Bill is still an arrogant dipshit who will go on a monologue agienst who loves his own voice while Discord already has prior knowledge and has near perfect Omniscience.
Bill would start monologing and before he finishes a sentence Discord has already made him go though Ego Death.
 
Discord after watching Bill destroy his homeworld for breakfast and then turning his skin to fluttershies blood and flesh (He was not build for this)

Not defending Bill in particular, but thats plot, when a big bad is so unfairly above others, but loses to others weaker when normally not suppose to

You pretty much try to downplay him as if those characters are tier 1 and whatever speed too or aint any of that just cuz of that

Also he's a massive dumbass and absolute jobber.
Like he nearly lost a 1v10 agienst a normal human and didn't die cause Stand had opened a portal, he struggle agienst a giant robot while being a reality warper (but the anti-chaos shield, cool, drop a mountain on them, they're dead), he made a prison that a person with a strong enough willpower could break out of, he had trouble catching 2 kids and only caught up to them they hit a dead end and he regularly got outsmarted by the Pines.
After a point it stops being PIS and it just Bill is an idiot.
