Is Vader canonically more powerful than when he was Anakin? I'm a little confused about this.

Technically yes. While Vader lost a lot of mobility and most of his body, and with that the inability to use force lightning, he did grow more mature, calm and collected, grew much more skilled to make up for his weaknesses, etc.
So while Anakin had much, much more potential, it was never realized due to him being generally hot headed and impatient. While Vader, even though he technically had less, knew how to realize his powers correctly and utilize them efficiently, which in the end made him better than Anakin.
Although, the hypothetical Anakin prime would, probably, be the most terrifying thing in SW.
