Doofenshmirtz one day decides he hates photographers and decides to eliminate the Daily Bugle. However, he suspects Jameson might be a supervillain ("Why else would he have such an ugly mustache!") and as such he builds a bunch on innators ahead of time. Spider-Man shows up to stop him.

"Ah, Spider the Man. What an unexpected surprise."

"That's.... not my na-"

"And by unexpected I mean completely expected!"

Spider-Man resists Doof's mind haxs, Electricity Manipulation, Fire Manipulation, and Biological Manip while Doof doesn't resist any of his haxs

So, I'm voting for Spider-Man

He's a much more competent fighter and he can incap Doof with his webs. Plus Precog helps a lot here.

Doof can win here but I see Spider-Man taking it here more times then not

Other Spidey is probably above baseline, as being even 2x stronger would put him at 17 tons as well (since his High 8-C rating is 8.554 tons). Also, while Doofenshmirtz has the raw intelligence advantage, Spider-Man can definitely apply his smarts to combat far better than Doofenshmirtz can (which Stalker already stated above).
