It depends on what full Power Natsu he is refering to, since Natsu has Seven Flames Dragon Mode and Fire Dragon King mode, but either way Natsu since he could probably melt the mochi and make it useless, plus he almost always wins against stronger opponents due to his ability to rage and one punch stuff... So I choose Natsu

Zeref is only High 6-C and Natsu never fought the High 6-B Acnologia.
