Chaos vs. Chaos

Anyway, I have some questions on Chaos tier justification.

Isn't that just High 3-A?

Regardless, if it is Low 2-C, I imagine both Chaos' would be around the same AP so I'd give it so MythChaos via Conceptual manip and void manip, 2 things that RiordanChaos has nothing against.
