Composite Human is given the task to make The Human Race surrender.

CH already has prior knowledge and 6 months of prep and access to whatever the heck he can get his hands on, so does humanity.

Who wins?

He can't really steal all the nukes, and if they know he has the codes, they can just change them (unless he keeps passively gaining information on everyone on Earth). He could probably manufacture a conflict between some world powers and start WW3 with them, though.
 
Wouldn't composite human also kinda have whatever knowledge everyone else has? Including every tactic the human race can use against them? That would definitely give him an advantage here
 
He can still steal enough nukes in secret, or make them, to screw the world over and either cause WW3 or hold the world hostage to nukes.
 
I don't think stealing nukes is that easy, not for one guy, and not the long ranged missiles that he'd need to actually threaten the world (even then, they can be shot out of the sky if people know they're coming).
 
Considering he can perfectly disguise as basically anyone and knows every passcode needed, he could certainly set up a series of networks to hack into and set them off.

Also you can't just shoot nukes out of the sky
