The precedent technically never stated that opponent are allowed to interfere with prep time (as that would reduce the fairness of matches and start/end them prematurely). During those 20 Years of prep 1 of 2 things will happen: Either CH will be found & caught before their prep period is up, or won't have enough power/influence to actually take over the world
CH isn't thrown into some magical void during their prep period. It has acutally been discussed in previous threads that people can interrupt & nerf peoples prep periods in matches (Example: Tyler Durden vs Waler White Thread; Tyler won because he has members in the police & could pretty much destroy access to any recources Walter had). This means that if a government can find out about CH's plan during that prep period, they might not be allowed to kill CH before the match starts, but imprisoning them or completely destroying any attempts of theirs to gain power or even access to weaponry can happen. If litterally the entire world knows that this person is preparing to kill all of them, not a single person will want to help them, and by the time the match rolls around, CH is going to hold no power & will just get shot to death
CH getting enough people on their side to actually start taking enough power to do anything will only make more people aware of CH's plans which will result in their loss, and having less people assist them will make them have less power by the 20 year mark when all of earth starts hunting for them & result in their death. No terrorist organization or cult or anything like that have gained enough power to topple an entire country without exposing itself at one point or another. And even if they had a group bound to complete secrecy, there will be one weak link or one person that just says a bit too much, because conspiracies & hiding things can't happen with mass amounts of people. (This is why stuff like the moon landing is 100% real. That many people, even sworn to secrecy, can't keep that a secret for that long. It will eventually be reiveled if that many people were in on it. Real life conspiracies, such as Watergate, only worked because very few people knew of it, and even then it still got exposed)
Although there are things that can cripple society, such as taking out internet or electricity with an EMP, that won't in itself kill society as a whole, because those things would be super easy to rebuild. We know exactly how to build those things, it would be easy to rebuild it. Really any damage CH does do to humanity to try and kill off all of them won't work because we will know how to rebuild. We will know how to remake stuff like electricity & internet & whatever else CH tries to take down because we've done it before. Plus, I don't think it's possible for 1 person by themselves to take out litteraly all internet or electricity worldwide. It's not like there's just a "delete the internet" button they can press to take down the internet worldwide. CH would 100% need a small armies worth of people in order to inact some plan like that, which only makes it more likely for CH to be found out & captured during their prep period.
Plus, even if CH managed to become the leader of a massive country like the USA without his plan ever getting found out once & causes WW3, CH doesn't really have any way to actually kill off all of humanity. Nukes? This wouldn't be the first time earth almost ended because of nukes, and now we have percaucions against that happening. Not only that, but humanity has gotten rid of a LOT of our nukes since the cold war. I'd argue we don't even have enough nowadays to create an extinction level event like we used too. Even if we went to nuclear war, there will still be large chunks of the earth that are habitable. There isn't nearly enough nukes to completely scorch the earth or affect every living corner of the earth in a horrific nuclear fallout. Even if it did, humans have survived simular before, and with over 8,000,000,000 people, there will 100% be enough survivors to rebuild society, thus meaning a loss for CH
Also the whole "CH will engineer a disease that can kill humanity" win-con is completely ridiculous. We have had our best doctors, our best researchers and biologists and chemists from all around the world, the top of their fields, with access to the best recources on the planet reaserching for decades upon decades, and we still haven't found a consistant cure for cancer. You really think that CH would be capable of engineering a virus that can spread to over 8,000,000,000 people over 7 continents at lightning fast speeds (in a post COVID-19 world where everyone is far more prepared for something like this because we've already gone through it), can kill at ebola speeds (which contradicts the spreading speed, ebola has a super hard time spreading because it kills people before they can spread it too far), is incurable, impossible to make a vaccine for, can't be avoided, and that CH will also invent the cure for themselves & be immune to it? That's cartoonishly stupid. CH wouldn't even have access to the recources to even consider doing this. "Hey government, can I use your best lab with the best equipment on the earth so that way I can engineer a superhuman virus that in-itself is revolutionary & impossible to build so that way I can release it & kill all of humanity?" No disease in history ever has had the spreading power to infect litteraly the entire world. And even if it did, this would just make people close their borders. If you've ever played Plague Inc. you know that if your virus starts becoming too contagious & too dangerous too fast, Greenland is closing its port on you, and you're not winning that game. That's what would happen here.
Even if somehow CH made this disease, humanity would sooner go full dystopian & kill anyone even suspected of carrying the disease & burn their bodies than loose to it. Our world might look a lot like "The Last Of Us" after the zombie apocalypse, but society would still exist & continue to survive, and society will 100% go full dystopian if it means our survival.
But no, CH winning via some disease or whatever isn't possible, CH is not that cartoonishly smart. CH has the experience of every biologist & chemist, but no biologist & chemist could ever hope to make a disease powerful enough to take down all of humanity that can't be cured/vaccinated against/have some people be genetically immune to it (Like what happened with the black plague). Nukes won't fully end society, taking down the electricity/internet won't end society, and chances are humanity would find out about CH's plan before the battle even began, or CH wouldn't have enough power to straight up end the world, and by the time the 20 years are up, CH wouldn't stand any chance against a likely almost full-powered planet.
Could CH cripple humanity with a nuclear winter or some other world-ending event? Maybe, if given the right amount of circumstance & luck (which is why this isn't a stomp), but for the most part, no. But even if they could, would they end society & civilization forever? No, absolutely not. Thus, I think in the end, we win. No 1 man can destroy the world, even if they are every man

Also I thought of another debunk to most of the nuke arguements. When you gain a position of power, such as the president of the US or the Tsar of Russia, you can't just nuke people. In the USA, there are a shitton of laws around launching nuclear weapons & checks & ballences from other branches of government that would prevent CH from just launching a nuke for no reason (& other countries with nuclear power have simular things set up). The world is aware that if we launch nukes, it's 100% WW3, and people will go to very far lengths to prevent that from happening. The second CH launches a nuke without proper permission, their ass is getting thrown in jail instantly, if not killed. At the very least, they'll loose any power they once had & 100% loose by the time their 20 years of prep are up.
Nuking is just not going to work here. The world has almost already ended because of that before & we have many safety percausions to prevent anything like that from happening again, making CH's job here really difficult to do
