We don't see GER much in canon so we have a bite saying that we don't know much about some powers, as they come from one or two statements.

I mean, we know it isnt contact based. GER never touched Diavolo prior to using RTZ on him, nor did he tuch Mista and etc who got RTZ'd as well so contact is out.

The range is whatever the **** range Time Erase would be, so universal (not with standing it can still set Diavolo's death to 0 in an alternate universe), so universal+ but probably under the front the GER has to actually know what he's RTZ'ing.

And, we kinda explicitly see what reset means.

Although that doesnt help with knowing what the exact application means in this specific instance within canon, GER and King Crimson in general aint hard to understand, the memes are overblown.
