Puar was introduced way back, alongside Yamcha (in chapter seven), has fought in panel before, displaying some feats, and the powers of shapeshifting, which Puar learnt before the age of nine, and levitation (or flight).
Puar can drive cars, transform into large scissors that were sharp enough to sever Oozaru Goku's tail while the tail was being held (natural weaponry or sharpness manipulation limited to Puar?), has been shown to turn into a key to successfully unlock a door, can shapeshift into alluring appearances (minor social influencing?), could use the forms of creatures or objects to avoid being attacked or to hurt assailants who attempt an attack on Puar and is of type 1 small size, standing at less than forty centimeters tall.
Puar has been shown to swat Draculaman the vampire in bat form (who defeated Krillin) out of flight, having quickly caught up to him, suggesting that Puar might possess peak human speed or more, and could physically force Roshi towards a window.
