Cable's AP Justification

Under Cable's Full Potential Key, we have him listed as "Fought evenly with and broke the board of Silver Surfer".

Let me be frank, this is wrong. While Cable did break the board, he didn't fight evenly with Silver Surfer. The "fight" consisted of Surfer basically tackling Cable at high speeds. Cable then breaks the board before sending Surfer flying with another attack. Surfer then gets back up, basically uninjured, and ends the fight in one blast.

So really, that should be removed from his AP justification as it's not indicitive of what happened and the fact that Surfer ended the whole thing with one actual attack.

Hulk is pretty variable, Cable should just get the tier of the stars stuff he claims he can do. We don't need to scale him at 4-B because why not when he lost to SS.

Breaking the board of the Silver Surfer is still a 4-B level feat, but the tier justification text should be adjusted, yes.
