The Feat
Versus Thanos Black Bolt is able to make Thanos bleed and staggers him (can't use Thanos's armor breaking for scaling since it's clearly destroyed in the last panel). This is the same Thanos who has no-sold attacks from Odin (at least 3-C), is unaffected by two attacks from Thor (at least 3-C) and is unaffected by a 'full-force' attack from the Silver Surfer (3-A). Thanos being damaged whatsoever puts him above all of this.

The much more explicit feat is versus World War Hulk. Black Bolt straight up blows him away without using his full power. Hulk does win the fight offpanel but we can reasonably assume it wasn't easy--hulk was not holding back at all in the first panel. Also worth noting is that this is a Hulk who was extremely mad at Black Bolt, so this feat is at least 3-C and at most 3-A.

The Conlusion

Black Bolt's voice either gets upgraded to being "up to 3-C with his voice" or, if you're being more generous, "up to 3-C, potentially 3-A, with his voice".

Hulk was holding back throughout the World War Hulk Arc despite that he was oneshotting every Heroes.

Knocking someone away doesn’t warrant scaling to them unless the person being knocked away is explicitly harmed.

We can’t assume either of these things, actually. Can you prove that it wasn’t an easy fight, or that Hulk wasn’t holding back?

For future reference, don’t just take scans off Reddit, because you’re missing context that actually makes this feat more impressive for Black Bolt.

Thanos’ armor is broken because of Black Bolt (Infinity #4), and BB actually made Thanos bleed with his first scream (Infinity #3 and #4).

Oh, and btw, when you make a Marvel CRT, you need to source every scan you bring with the comic that they come from.
 
I think “At least 3-C, likely higher” works. BB can clearly harm Thanos, who is straight up High 3-A, but he doesn’t do all that much damage, so scaling him directly to Thanos is questionable, but scaling him above people who couldn’t do any damage to Thanos is fine.
