For there to be a winner there has to a majority. For that to happen, a character has to get at least 7 votes AND has to be ahead by 3 votes minimum.

If that doesn't happen and both sides have given their arguments and there doesn't really seem like the debate will end, it may be submited as an inconclusive. Or, if people outright vote for inconclusive, if they're convinced that it's too close to call in the first place.

I know this thread is 2 years old but I randomly found it and I just want to say:
She is said and implied to be blatantly stronger than her sisters, and her sisters have low levels of advanced haki, so it's safe to assume she likely has advanced armament, on a level that is probably somewhere higher than her sisters' use of it. Not sure though, just judging off the implications, and the fact that she's considered strong by the Admirals, people who can fodderize Ace and go toe to toe with Marco while not trying 100%.
Not sure she'd beat Gunvolt, and I'm not trying to revive an already concluded match, but I just wanted you to know.
