This is a pretty simple question to answer, any 1-C from Umineko period.

Literally kill him is almost impossible for anyone in the same tier

Bill isn't really that strong even when compared to your average 2-A. The only haxy thing that he really has are mid-godly regen, the soul hax and maybe the possession. And the mid-godly isn't even really combat applicable.

I doubt that he would do well against other High 1-C beings.
