The Omnitrix has something called the faile safe which would prevent ben from getting blitzed by turning into an alien that survive the attack

I vote Ben because while G2 and G4 are gonna be a bitch for him to deal with, he has the survivability necessary to draw the fight out to the point he realises what alien can get the job done/is given the alien in question by the Omnitrix.
tl;dr yeah he gets washed in CQC but he doesn't die and once he realises that he haxxes Luffy to death.

Good point, actually. Because if either side isn't restricted, Ben goes Eatle [High 5-A] and AP stomps the **** out of Luffy (with lasers, not brute force).

9-B Luffy apparently tanked a High 6-A attack. It was said earlier by @Kazuma_kuwabara in this thread, but had no evidence provided for it. On his Pre-TS profile it says he tanked Porchemy's blows but Porchemy doesn't have a profile and that still only gave him wall-level dura.

Gonna restrict Gear 4 then, the other gears are fine to use since they caps at High 7-A while ben aliens in their ultimate forms are also High 7-A

every time you make changes to the op the vote counts resets, that said i still vote ben due to:
+failsafe making sure ben gets an alien that survives what luffy dishes out
+Big chill absolute zero freezing that will happen if he phases through luffy, which leads to an instant win
+ghostfreak that can just possess luffy gg alongside the intangibility
+nrg that will kill luffy with radiation with every attack(which are faster than both of them since it is light speed) and with his presence alone without the armor since he is made of pure radiation
+xlr8 who is relativistic+ and faster than luffy to evade attacks
+jetray to fly out of luffy's range easily with mftl+ flight speed
+goop with acid manipulation to just melt luffy if he does as much as touch goop
