He is not exaggerating because he saw most of the aliens like Humungousaur and Waybig and he specified in the context of the aliens that he saw only and not all of them, but in the events of Dagon he did not know that Ascalon had the ability to absorb power he was not defeated until his power was absorbed from Ascalon.
So does seeing them mean he would know their power levels 100%? If Vilgax had the Power Reading Hax, I would agree with what you said. But he doesn't have such a Hax in his profile.

He literally saw Ultimate Waybig's power and he saw her get defeated by Dagon, and as we know Ultimate Waybig is stronger than Waybig even at 100% of his power, and he literally he keep up with Waybig in Alien Force.

Seeing it with his eyes doesn't mean he fully understands his power level. It's obvious that the character is making an exaggerated comment. He states that Ben can defeat any alien. Now, if he were to see Alien X with his eyes, would you say Malgax>Alien X based on this statement? Also, why would he say Ultimate Way Big when he said he would defeat any alien there? After all, he knows that Ben no longer has the Ultimatrix and can no longer transform into Ultimate Way Big. Even if he competes with Way Big in AF, it doesn't show that he will fully understand his power level. There have been characters in many fictional series who cannot understand the full power of their opponents despite facing them.

  2. Vilgax has studied many alien factions, so how do you not want to know about the Waybig?
  3. If he see Alien X's power in the first place, so I can say that it is exaggerated, but this did not happen and he believes that FOC and Map of Infinity are myths, he did not witness the power of Celestialsapiens
  4. (Your argument is weak), he doesn't know that Ben doesn't have Ultimate aliens but he still knows they exist and they are also from the list of aliens that Vilgax faced. He means that he was on par with Waybig and Ben was in Master control which means he was 100%
