I would like to mention a thanks to @BayonettaxMinaj and Senzu on discord who helped with a lot of this as well as several others on discord.
That's all.

Powers for all keys:
The following are all general abilities of singularity that should apply to all his keys since they are abilities that are either shown off throughout the story before singularity reveals his first combat form or are taken from in game descriptions that do not mention or appear in the bio of a specific form. Some of these abilities do come from Bayonetta Origins, where he appears as his definition form, however I put these as going with his general abilities since he is obviously much weaker than he was at any point in Bayo 3 due to his resurrection so it's reasonable to assume everything he can do in this weakened state should apply to all his other keys.- Inorganic Physiology (Type 2): As singularity is described as an artificial human he should qualify for this. He also shows traits of self-sustenance by going into space if that's further support.
- Chaos Manipulation: The bios for all 3 of his forms in Bayo 1 describe him as using "chaos energy"
- Fate and Causality Manipulation: Through the use of his ability "Phenomenal Affirmation", Singularity is able control and manipulate outcomes as he pleases. He continuously states to his opponents that their fates are predetermined and consistently claiming that only he can change these outcomes. This is even put into practice as shown when his fight with Bayonetta follows the literally the exact same sequence of events as his fight with the variant found in the records of time (the real prologue). Another potential showing of Fate Manipulation was shown in Origins where Singularity shows young Jeanne a vision of her death in Bayo 3, claiming to her that if she quits, that fate could be avoided (but this could be nothing considering that he is her murderer and could just... not kill her)
- Petrification: Was able to place young Cereza under a petrification spell.
- Void Manipulation: Placed Cereza into a void when she was petrified and the narrator later describes it as a void when Cheshire nearly falls in. Additionally, the dev concept behind Singularity's erasure ability describes it as the phenomenon or feeling of being pulled into the void.
- Memory and Fear Manipulation: Despite having no connection to the Faeries, Singularity was able to summon them in his fight against Jeanne. Singularity described the summons as the fear within Cereza, while the narrator described it as the shape of the pain in her heart. Was also able to track her through Faerie magic resonating through her own memories. He can also summon Affinities, that appear as one of the later bosses and throughout the fight both Jeanne and Singularity make mentions of him using Cereza's memory/pain. These indicate that Singularity is able to summon creatures from one's fears/memories (I say memories since these are actual enemies that Cereza has encountered and not just mere nightmares.)
- Absorption: This one is pretty simple. Absorption is one of his most shown off abilities throughout the entire game. Virtually every 3 chapters ends with a top level homunculi (which are directly controlled by singularity) killing and absorbing a Bayo or Jeanne variant to make itself more powerful. The boss fight against Singularity Balance shows several Bayonetta variants being released from Singularity after she deals enough damage to him. He even directly absorbs Jeanne into his true body.
Powers Scaling from his subordinates:
Singularity should be able to scale from the abilities of other homunculi in the game considering he is their all powerful reality warping creator. Given that all homunculi, including singularity are made up nanotechnology, he should have all the same capabilities as them. If that's not proof enough, the scan for the next ability directly states that said ability was given by singularity himself.- Time Manipulation: Congestus has the ability to forward, rewind, or freeze time itself. Congestus is explicitly stated to have had this power granted to it by Singularity, thus Singularity himself gets this ability.
- Light Manipulation: Many of the "Special Skill" sections in enemy profiles use the word "Photon." the Special Skill of the 3 most common homunculi in the game are Photon Blade, Photon Spear, and Photon Cannon.
- Body Control: Due to the nanomachine nature of the homunculi, virtually every single homunculi is able to change their bodies in various ways such as duplicating, turning their bodies into moving puddles of liquid, or merging with other basic level enemies to become larger entities. Singularities body should have similar capabilities.
- Homing attack: The enemy Lacunosus has homing attack capabilities.
- Possession and Mind Control: The enemy Perlucidus can physically attach itself onto people in order to physically and mentally control them as a parasite.
- Analytical Prediction: Mediocris is able to predict enemy patterns based on muscle movement
- Fire Manipulation: Volutus, Pyrocumulus, and Virga are able to generate fire.
- Poison Manipulation: Spissatus is able to generate poisonous gas
- Wind and Electricity Manipulation: Cirrocumulus and Cirrostratus are able to generate wind and electricity
- Limited Intangibility: Iridescent can create a cloud that generates dimensional pockets between atoms allowing it to phase through things
- Minor Dimensional Manipulation: Nimbostratus can create dimensional distortions to make its allies invisible.
- Adaptability: As a result of being deployed into a Volcanic environment, Pyrocumulus developed a resistance to fire and the ability to generate it.
- Power Bestowal: Obvious given all the above.
Singularity Definition:
- Resurrection: Through unclear means, a visually weakened Singularity is able to return to the past in Bayonetta Origins after his defeat and apparent death in Bayo 3. There's an implication that this might've been done through surviving in Bayo's memories, but it's not clear enough to give him anything other than resurrection at this time.
- Higher Dimensional Existence (5D): Singularity Definition's bio describes his existence as that of the World of Chaos itself which includes Ginnungagap, which was established as a 5D structure in this thread.
That's all.
