Basically he can at-will at base form spawn space-time anomalies.

that girl was also of "similar" power to him, as are most of the people who have not been immediately killed by him (she may have actually been more powerful than him as he is simply her steed, since in CE shes death, although that may not apply to their composites)

Actually both, I would add Barney to this wiki, but there is already a rule specifically made to restrict him from being here, plus, he would only be used as a joke, not that it matters.
