I think Azathoth stomps due to The One Above All only being equal to Yog-Sothoth. Yog-Sothoth is Omnipotent but isn't because it can't defeat Azathoth, and Omnipotence isn't Tier 0 and is only High 1-A due to a paradoxal Logic like God says that he can't lift it but can or Omnipotent Beings cannot make equals since their using their own power to make them equal. Yog-Sothoth created everything and is the strongest High 1-A and mostly smiliar to TOAA, so TOAA=Yog-Sothoth<Azathoth......
