10,000,000 Volt Thunderbolt has always been depicted as VASTLY stronger than Pikachu's normal power output, even with Z-Moves. It would definitely be 4-B. So, the move is consistent. From what I read and from my objective's point of view, I do have the feeling that 4-B for the move is just an outlier so I don't think I could agree on it.
