It may be not right, but One Piece Top Tiers can MAY be Tier from Low 6-A to 6-A.

As you can see in this image. Shanks and Whitebeard fight maked the clouds split in 2. Considering that Saitama's High 6-A feat was the same thing but in a higher scale, we can MAY say that Shanks and Whitebeard has Tier Low 6-A or maybe 6-A.

Remembering we can't certainly say this feat is a Outlier, because, how is said in the own Outlier page: "Often there is disagreement on exactly what constitutes an outlier, and things that are considered an outlier by some might not be considered to be one by everyone."

If we actually considering this as a 6-A we can consider Prime Chinjao as at least Tier High 6-B to Low 6-A (Since if we consider Shanks' anterior feat as correct, the statement that Chinjao cut in half a Ice continent will not be Hyperbole.)

Nah, to small. Ichigo alone disperse an entire storm with clouds covering the whole Town in shikai, and the result was still Town lvl. [1]

1st off, splitting the clouds in that fashion is no where near in comparison to Saitama's feat. This one is laughable compared to their already accepted stats.

2nd, there is no such thing as "Low 6-A" - refer to the Attack Potency chart.

3rd, even if you wanted to make a calculation on this feat, there are several things that would NEED to be assumed due to the lack of a information and presentation for a time-frame, size, distance, etc...

4th, Chinjao would absolutely NOT scale to this due to only having an Island level feat and being stomped by Garp.
