Round 1: Akuma takes it. Luffy is close to him only in Gear 4th which he can't maintain for long and Akuma can easily outlast it by teleporting and going intangible. Also he can destroy his soul with Raging Demon.

Round 2: Akuma speed in his Shin and Oni form are unknown. If we use his base speed he gets speedstomped horribly.

pretty much this but there was a MHS+ feat but that maybe disregarded idk round 1 would be put though
 
If it was unlimited G4 then both rounds would go to Luffy imo but due to the rules.

Round 1) Akuma wins. As someone already said, Luffy needs G4 to beat Akuma but can't maintain it long enough.

Round 2) Luffy blitzes.
 
Round 1: tough call in my opinion, but looking at feats... First, if it is Base Luffy vs Base Akuma would easily go into Luffy's favor given that Luffy tanked attacks like Akuma's feat without receiving any visible damage.

Shin and Oro Akuma's stats have always been unclear to me, but I know that, if his durability is island level, Luffy stands a good chance with Gear 4th. They both came up with their own fighting styles to a degree, but Luffy's attacks are generally unorthodox and unpredictable at times.

Round 2: speed blitz unless Akuma gets an accepted feat that is MHS... still a speed blitz if he has a MHS+ or higher feat...

Leaning towards Luffy in round 1 due to Gear 4th power-scaled stats being able to hurt Oni Akuma, pre-cognition, resistance to blunt force/electricity/heat, and CoC haki as a clutch.

Akuma's powers in Oni are clearly far superior to base, but are for the most part unknown, so I'm going with Luffy until there are feats that Akuma receives in Oni that give him an upgrade.
 
don't forget with speed equal akuma can RD luffy. Shin is far superior to base while Oni is considered by WoG to be the strongest SF character by how much is unknown
 
Still island level, and Luffy's Gear 4th is clearly high among the high tiers of OP (he is fighting a Yonko commander fairly well... their fight is likely still going on unless they ended it "at the next morning).

Don't underestimate Luffy's pre-cognition. it will boost how quickly he reacts to an action, and if it is an alarming threat. Soul hax is something i overlooked, but Luffy's attacks are unpredictable in Gear 4 (Culverin) and can send a shockwave at least several meters (Leo Bazooka for example). He would be at a disadvantage since he fights with his physical body, but pre-cognition is still a factor.

Shin Akuma is still prone to taking damage from Gear 4th Luffy, and so is Oni... if Oni is considered to be higher than Island level soon, this fight will be a stomp unless you restrict him to Shin.
 
^ Don't forget that Akuma can go intangible, teleport and can fly. Luffy's precog will come in handy, but his long range attacks are telegraphed so Akuma won't have a hard time passing through them, and fighting him close range will be extremely dangerous since one Raging Demon is all it takes.
