What about Eggman running away from a pissed off Knuckles after he exposes his own plan in ShTH? Truly a IQ level of 300 feat
Also an interesting qoute from Shadow in Heroes:"Hmph, hope you can keep up with me", meaning Shadow isn't holding back his speed here(or at least not by much), so his team-mates & the Chaotix do scale/downscale to his speed at that time which is on par with Sonic. As the OP shows he run away from the Chaotix awell so maybe it's not that inconsistent. I think Eggman has gag-physicality in the sense it varies how imprissive/lackluster his physical stats can being. For example:
AP: Breaks minecraft ice, punches other Sonic characters in the Riders Series, threatens to strangle Zetis
Durabilaty: Takes no damage from a huge fall, takes a beating from the Chaotix, gets hit by his own weapons, tanks his mechs exploding, survived a hit from an casual Ultimate Emerl
Other: Can somehow freely move in a place with no time & nobody has a problem to grant him that his page no matter how ridiculous it sounds

Just because it doesn't look fast doesn't mean they aren't fast: Sonic & Shadow weren't that fast either when they race in their cutscene either when they're running/staking, could a CG model limitation.

-You mean the Chaotix going off screen to kick Eggman's butt accomponied by comical punching sound effects for not paying him & later chase him for cash?
-Whereas Knuckles had been helping Shadow fighting Badniks & in certain story modes even Eggman himself who has been searchin for the emeralds throughout that game. Also the Knuckles Bio in the Shadow the Hedgehog Game Website says he's pursuing the Chaos Emerald to such a degree that he forgot about guarding the Master Emerald(+supporting evidence that he hits hader than Sonic/Shadow). In multiple games he's described as inflexible, straight-forward, short-tempered, stubborn, serious, not holding back & keeps a grudge with Eggman. In Sonic Blast after finding out that the emeralds were in danger, he decided not just to leave this duty to Sonic, join him & punish Eggman. With all of this considered, Knuckles would take Eggman considering to steal the emeralds as no joke.

What's more comedic/serious: The Chaotix chasing Eggman to pay their rent or Knuckles stopping Eggman from attempting to steal world threatenning jewels again?

Hm… tbh, a Gag scene shouldn’t really discount feats if they are consistent with other showings… especially if the one doing the chasing is the joke, not doing it for a joke.

Yep. The Knuckles scene is a clear gag. Just look at how the other characters react. They just laugh like a sitcom

Well, to the context of the Gag scene and Sonic laughing off to the side, Eggman wasn’t viewed an enemy at the point. Sonic Adventure 2 already proven to Sonic he can be an ally and this scene takes place right after Sonic Heroes and the end of Shadow the Hedgehog, back to back insistences of Dr. Eggman being an ally against Neo Metal Sonic and the Black Arms.

Sonic would continue to view Dr. Eggman as someone he can get along, even after Sonic Unleashed, Colors and Generations, considering how easily Sonic became allies with him in Sonic Lost World.

True, but I don't know our standards when it comes to gag scenes for powerscaling. Aren't they a case by case basis or something? Like in this case, Knuckles' joke is that he is always serious unlike the playful nature of his rival Sonic, like he was against fodder Rough and Tumble in IDW.
