The soulhax is passive but its via absorption, so Accel should reflect

That's actually a bit of an unknown since Qliphah 545 said that he can now use magic in NT22R but that was never actually shown since he switched to using the phone instead.

That's why it's a unknown if he can use magic properly now since it was never shown in NT22R just mentioned by Qliphah. So it's likely he can it's just there's no concrete proof, at least for now.

it will always backfire even later, the system are made so u can't use magic if u are an esper (or at least heavily damages ur blood vessel) at least modern magic

This is the completete reverse to what Qlilphah said in NT22 when she basically said Accelerator still didn't know how to use magic.

it's basically life force draining but passive and all encompassing, not gonna work, as it's trying to affect him by "pulling" away his energy

The thing is though he really couldn't. While yes he could use spells but because he didn't understand how to truly refine his life-force into mana, he couldn't truly use magic properly. This was both pointed out by Qliphah and the narration itself after he defeated Nephthys.

I also think you need to be clear on what type of magic. For example, spells will cause the internal bleeding but using magic through vector manipulation most likely wouldn't.

Wasn't Accelerator able to use magic by funneling the backlash into something else using his powers? Regardless, he can at least reflect, disrupt and control other people's magic now.
