That was because Lucario had his Mega Evolution which was originally linked to his 7-A key as a higher value, but it was changed to High 7-A, and his base is still 7-A.

So I think he can stay.

Imagine using Shinji Rider? Sakura Rider is the only way to go. Mirou is honestly better than most other versions. Not sure about about Pucci and Nameless obviously claps.
