Just to provide scans so we don't have to argue this anymore:

It has been directly stated in-canon that Yu is capable of dodging attacks that would normally be impossible to avoid through speed without training your ability to read rhythm, habits, etc. It was very clearly stated that he was able to cleanly avoid such an attack, and was very, very clearly attributed to his ability to see time at a different speed. Very explicitly sees things in slow-motion. Here it is stated again. And again.

Also works on attacks very close to his face, so those are indeed dodgeable.
 
Aside from this... Do we operate under the assumption that Yu's reactions would be equalized as per speed equalization rules, or would they stay?
 
Reactions get reduced by the same factor as combat speed. His reactions would be as far above his normal combat speed as they are canonically.

Alright so one question, the speed of the faster character will get reduced to the slower one, right? In this case, would 2006's speed get reduced due to Supersonic speed, or will Yu's speed get reduced due to 2006 having average traveling speed?

The faster/slower stuff is decided in terms of combat speed. The character with faster combat speed has all of their speeds reduced by whatever multiplier would make their combat speeds equal.

Aha so, assuming 2006 is 600 m/s, he'd need to get 8x slower in order to be the same speed as Yu which is 77 m/s, while Yu remains the same, yes?

But wait, "All their speeds would by reduced by the same multiplier" that sounds wrong, wouldn't this rule just absolutely butcher anyone with different traveling and combat speed? If 2006 has average traveling speed, he'd be like almost snail speed at this point.

It's meant to retain that sorta thing. 2006 would be able to get chased down and cornered, and he'd be able to get outrun, but he would still be able to land/dodge blows in close quarters.

There's gonna be some weirdness either way, and people thought it was more weird to have characters' travel/reaction/projectile speeds get buffed/nerfed despite being different canonically.
 
Now that we've got that cleared up, there shouldn't even be any voting. This is a stomp again.
 
Okay, reading the memory crap from SCP 939's page.

It seems that the memory stuff seems to only last for a duration of 30 minutes, and causes headaches afterwards. During this time, can't Yu just... sit there? 2006 can't harm Yu. He is at an AP disadvantage of over 10 times. Yu could deadass just sit there while 2006 proceeds to do absolutely nothing of worth and the effects of the gas end.
Or EVIL could see Yu disoriented to all hell and tag himself in if Yu is in the vicinity
