Chief FRA for round 1.
I guess I'll vote Chief for round 2 too. It's essentially the same fight but Chief has an assortment of weapons to play around with and get around the shield. Sticky grenades, rocket launchers, and gravity hammers will mess with Cap regardless of his shield due to the AoE or the way Chief can get around it with feints and an overall versatility advantage. Cap meanwhile only has the shield, and maybe even a pistol if we're being generous. He is hilariously outgunned.
