I'd compare it to Goku not awakening Super Saiyan earlier. In both that and Karin's case, the reason is probably a combination of it not being thought of yet and it not being quite as stressful a situation. Also you seem to think that only Naruto gets mental amps, but this is very much not the case, mental state is a fundamental part of the chakra system. And Naruto's definitely not the only character they apply to.
I think more detailed thoughts are best reserved for after you've completed the series, but basically it's fine and doesn't contradict earlier themes like some would say

This video I feel explains it better than I ever could about how the reincarnation theme isn't a betrayal of the themes of Naruto and stuff, also basically a debunk of the gripes video.
@The_one_you_least_expect I recommend you not watch it until after you finished the series.

Yeah some stuff is spoilers for the end of the series so I won’t say too much but I think how Naruto handles fate, cycled violence through wars/conflict, and prophecy is some of the best you’ll see in manga.
It unfortunately gets a bad rep for many reasons(mainly petty, biased, or ignorant ones)
