in the ss you used where otto says

a distance small enough so that the very membranes (i.e. dimensions) that make them up, overlap within each other, creating a 4-dimensional space." i would argue the analogous distance is referring to the similarity of the reality the bubble universes make up instead of the distance between the "dimensions". when the bubble universes (membranes) become too similar they end up overlapping and exchanging matter due to their similarities. there isn't anything describing the distance between the dimensions of the sea of quanta only the similarities between the bubble universes causing them to overlap. its easier for a smaller dimensions to be overlapped by higher dimensions and those higher dimensions are being overlapped by the sea of quanta
